To mention someone on Instagram, type @ followed immediately by their username (example: "great photo, @shayne!"). Don't include a space between @ and the username.

When you mention accounts that follow you, they'll be notified about your mention. When accounts that follow you are mentioned in a note, they'll receive a notification in their Chats list.
