What illegally filmed content, etc. can I report under the Korean Telecommunications Business Act and how can I make a report?
You can report content on Instagram that constitutes illegally filmed content, etc., as defined under Article 22-5 of the Korean Telecommunications Business Act (TBA), by filling out this reporting form, in accordance with the TBA. This reporting form is only available in Korea.
For other types of content that you believe may violate our Community Guidelines, you can make reports through other appropriate channels. You can find additional information on how to report other types of content in our Help Center.
Reports of illegally filmed content, etc. under the TBA can only be made for content that falls under the following provisions of the Act on Special Cases Concerning the Punishment, etc. of Sexual Crimes (the “Sexual Crimes Punishment Act”) and the Act on the Protection of Children and Youth Against Sex Offenses (the “Children and Youth Protection Act”):
  • Filmed content or copies (including copies of copies) as defined under Article 14 of the Sexual Crimes Punishment Act.
    • Filmed content, or copies of such content, depicting another person’s body against his/her will, through use of a camera or machine with camera-like functions, which can cause sexual stimulus or shame.
    • Even if the filmed person consented to the aforementioned filming at the time or voluntarily filmed his/her own body, it will constitute illegally filmed content, etc. if the filmed content or copies of such content are subsequently distributed against the filmed person’s will.
  • Edited content, synthesized content, manipulated content, or copies of the same (including copies of copies) as defined under Article 14-2 of the Sexual Crimes Punishment Act:
    • Filmed content, video content, or voice recording content (or their copies) of another person’s face, body or voice, which was edited, synthesized or manipulated against the will of the subject person into a form that may cause sexual stimulus or shame.
    • Even if the subject person consented to the aforementioned editing, synthesis, or manipulation at the time, it will constitute illegally filmed content, etc. if the edited content, synthesized content, manipulated content, or their copies are subsequently distributed against the subject person’s will.
  • Child or youth sexual exploitation content under subparagraph 5 of Article 2 of the Children and Youth Protection Act.
    • Depiction of children or youth, or persons or representations that can be clearly perceived as children or youth, undertaking any of the following or other sexual acts, in the form of film, video content, game content, or picture, image, etc. displayed on computers, or other communications media: sexual intercourse; pseudo-sexual intercourse using part of the body such as mouth and anus, or tools; touching or exposing all or part of the body, such that it causes an ordinary person to experience sexual humiliation or revulsion; or masturbation.
What information do I need to include in a report under the Korean Telecommunications Business Act?
You can report content on Instagram that constitutes illegally filmed content, etc., as defined under Article 22-5 of the Korean Telecommunications Business Act (TBA), by filling out this reporting form, in accordance with the TBA. This reporting form is only available in Korea.
In order for us to process your report, we need sufficient information regarding the content that you believe is unlawful under the TBA. Please include the following information in your report:
  • Your complete contact information, including whether you are an organization authorized to report illegally filmed content, etc. under TBA (if applicable)
  • Links to the specific content on Instagram you want to report (if you don’t have links, please provide screenshots and descriptions of the reported content)
  • Why you believe these reported contents are unlawful under the TBA
What happens after I submit a report on illegally filmed content, etc. under the Korean Telecommunications Business Act?
Once you submit a report on illegally filmed content, etc. through this form, you’ll receive an automated email with information about your report, including a unique report number. You should save this number in case you need to contact us about your report.
We may contact you to ask for more information about your report. If you receive an email from us, please respond directly to that email so that our team can continue to look into your report.
When we delete or block access to the content reported as illegally filmed content, etc., we will inform you and the person who posted the content of our decision and the reasons for that decision. Please note that if you report content through this form , we will not disclose your information to the person who posted it.

What can happen if I post illegally filmed content, etc.?
If you post “illegally filmed content, etc.” as defined under the Article 22-5 of the Korean Telecommunications Business Act (TBA) and the relevant laws, we may restrict your post by deleting or blocking access to your post pursuant to Article 22-5 (1) of the TBA.
Please note that posting of illegally filmed content, etc. may be punishable under applicable laws in Korea. When we delete or block access to the content reported as illegally filmed content, etc., we will inform you of our decision and the reasons for that decision.
